fix: use ChatCompletionMessageFunctionToolCall

The OpenAI compatibility layer was incorrectly importing
ChatCompletionMessageToolCallParam instead of the
ChatCompletionMessageFunctionToolCall class. This caused
"Cannot instantiate typing.Union" errors when processing agent
requests with tool calls.
