refactor: introduce common 'ResourceNotFoundError' exception (#3032)
# What does this PR do?
1. Introduce new base custom exception class `ResourceNotFoundError`
2. All other "not found" exception classes now inherit from
`ResourceNotFoundError`

Closes #3030
