Ashwin Bharambe f19a5ca211 fix: only set UV_INDEX_STRATEGY when UV_EXTRA_INDEX_URL is present 
Prevents UV from complaining about empty UV_INDEX_STRATEGY value on
non-release branches where these env vars aren't needed.
