Ashwin Bharambe b8892de5d6 fix: set UV_INDEX_URL before running pre-commit 
The uv-lock pre-commit hook runs 'uv lock' which needs UV_INDEX_URL
set to resolve RC dependencies on release branches. Configure the
client before running pre-commit so the env vars are available.
