(Feat) Add support for storing virtual keys in AWS SecretManager (#6728)
* add SecretManager to httpxSpecialProvider

* fix importing AWSSecretsManagerV2

* add unit testing for writing keys to AWS secret manager

* us event hooks for key management endpoints
